Boniface Gate Visitor Center - Gate access procedures are designed to ensure base accessibility by members of the Department of Defense and their families. Delhi DOD IDs will be scanned electronically and other IDs will be visually verified. Vehicle declarations are no longer required, but may be offered as an optional service.

DOD members may sign their guests up to three days prior to their arrival. This allows the guest to go to the Visitor Center at Richardson or Boniface Gate, pick up their DBIDS passport and check-in. DOD ID cards are valid for guests boarding the same vehicle without obtaining an additional passport upon entry to the installation if the guest has valid state or federally issued identification. Guests over 16 years of age will be directed to the Visitor Control Center to obtain a DBIDS ticket. Guests must be accompanied by a sponsor at all times, and sponsors are responsible for the conduct of their guests during the event.

DOD ID cards can sponsor unauthorized access up to 72 hours prior to arrival by going to the visitor control center and registering them in the JBER visitor log. So, up to nine guests can sponsor at a time. If the guest shows up without prior coordination, the DOD sponsor will require an appointment with the guest at the Guest Management Center before issuing the JBER ticket.

Those wishing to sponsor 10-50 guests must request a DOD ID card at least five days in advance on the 673rd Air Base Wing Form 223. Requests for 50 to 100 guests require two weeks advance notice, requests for 100 guests or more require one month advance notice.

Non-DOD members wishing to use the rest areas on the JBER-Richardson side of the facility must enter through the Richardson Gate. Anyone vacationing at JBER-Richardson, including DOD members, must first register at the US Army Richardson Visitor Center in Alaska to receive the vacation; this pass must always be owned.

Veterans' IDs cannot be used to access JBER for scheduled appointments. There are two ways to access JBER for scheduled appointments:

In the event of an emergency, VA cardholders can walk through any door, show their ID, and go directly to the JBER emergency room. Food, delivery and taxi drivers will need to purchase a DBIDS card; however, these changes will not affect these vendors' services to primary residents.

Car owners must pay at least $50,000 for personal injury, $100,000 for each accident and $25,000 for property damage.

Family members must obtain an Alaska driver's license within 90 days of arrival or within 10 days of employment. Military members should call the Alaska Department of Motor Vehicles in Anchorage at 907-269-5551 for driver's license and vehicle registration renewal information. Seat belts are mandatory for drivers and passengers in Alaska and on base. Failure to wear a seat belt will result in a one-week disqualification for the first offense, a one-month disqualification for the second offense and a one-year disqualification for the third.

Child safety laws require that children age 4 and younger be restrained in federally approved safety seats. Passengers between the ages of 4 and 16 must wear a seat belt or restrain a child. The conductor can issue a ticket regardless of whether the person is a parent or not.

Major police consider mobile phone use when committing "serious crime". This means that violators of the Elmendorf-Richardson Joint Base can only be suspended for that offense. Drivers must make a voice call to call or tow. Violators will receive a serious Force Traffic Notice and a seven-day driving ban (30-day driving ban for a second offence). Possession of an ISportsman leave permit is a prerequisite for leave at JBER. Recreational users can apply for an annual permit by visiting or checking iSportsman at www.jber.isportsman.net or by visiting the Boniface or Richardson Visitor Centers and using the self-service kiosks. Check the website first to confirm that the self-service kiosk you want to use is working.

This annual leave is available to all persons entitled to JBER (active duty, military and civilian) leave. Admission is $10 for seniors (60 and over) and $5 for the disabled.

Visitors are not allowed to rest in the cantonment area or JBER-Elmendorf without a military sponsor. The iSportsman vacation pass does not grant you access to JBER. You must have an iSportsman Recreation Card to access the JBER, and if you do not have key access, you will need to stop by the Visitor Control Center for installation verification. Those who fail the screening process will not be admitted to JBER. The following items are prohibited for use, transportation, or possession at JBER: clubs, clubs, knives, billy clubs, nunchucks, batons, expandable batons (except by law enforcement officers), gloves, gloves, or any other weapon. Other implements clearly intended to be used as weapons, such as knives, stun guns, knives, spears, or knives longer than 6 inches, are not for sporting purposes or their original design. Also prohibited: swordsmen, shooting stars, throwing knives, or any spring-loaded or bladed knife, regardless of blade length (except for emergency personnel or military personnel). It includes knives that open with a hand movement, but are not heavy.

Persons wishing to carry, transport or store POWs on base must declare and register their POWs immediately upon entering the Visitor Control Center. Privately owned firearms must not be brought into the registration area. Serial numbers and other relevant information must be entered into a registration form at the armory or other authorized repository.

Firearms and firearms may only be carried in designated areas, such as family rooms, Security Forces armory, United States Marine Corps, or authorized sporting activities on or off base.

Motorcycles are prohibited from operating on base from October 1 to March 31. During the open season, April 1 through September 30, motorcycles may be ridden on the Greenway or as directed by the 673d MSG/CC.

Motorcycles are not allowed in winter because they are unstable on icy or wet roads. Summer motorcyclists must have a driver's license or permit and a motorcycle safety fund card.

Those interested in operating an all-terrain vehicle (ATV) must have an ATV Safety Institute certification card and a permit from the JBER Wildlife Education Center (907-552-0310). Passengers are not permitted on single-person ATVs.
